            Revert WRITE_AS_ONE changes from 1.6.0 release. Bug caused menu items to be hidden in RRTE if WRITE_AS_ONE attribute was assigned to the item.  The behavior was changed to the 15.1.1 behavior.

            Summary of this release:

            Critical fix to Device Model Services (DMS) to correct a crash situation when an FDI Download is occurring and the package contains an EDD VARIABLE that has no write command associated with it.
